REQUISITOS BÁSICOS PARA INCREMENTAR LOS ACTIVOS NUCLEARES EN ESPAÑA

Abstract

In 1972 the three nuclear power plants of the first generation were already in service, a decade latter the seven nuclear power plants of the second generation were ready for service and five plants of the third generation were under construction. National participation in the design and construction of these plants was increasing up to 80 %. Specific enterprises such as Tecnatom, ENSA and ENUSA were created and architect-engineers and service companies gathered knowledge and experience. This nuclear power programme was suddenly stopped by the moratorium established in the National Energy Plan 1983- 1992. The nuclear fleet was limited to ten plants, two of them, Vandellós I and José Cabrera, are now in the dismantling phase. The last site permit was granted 30 years ago, 25 the last construction permit and 20 the last operation permit. The knowledge and experience gathered in these first three phases are considered lost. Any new build requires: a governmental decision to establish a national nuclear power plan, a public information system, the interest of the electrical utilities and the revision of the regulatory system.
